This is at least the FORTH thread you have opened for this problem.
Repeating the same statements is not likely to produce different results.
Yes, you have a problem.
Clues may exist within "configToolFailedCommands" file

tens of thousands of folks have successfully installed Oracle on Windows.
I am 100% certain that if you reformatted the OS, reinstalled Windows & then read & followed the Oracle Installation Guide;
then Oracle RDBMS would be successfully installed & operational.
I suspect that you have an OS/Networking misconfiguration
& that Oracle is the victim, not the culprit.
The root cause of the problem & solution are external to Oracle.

1/ Some keys are missing on your keyboard, please fix that FIRST
2/ I have an idea of the reason: PEBCAK

Files Oracle points you to contain the error reason.

Regards
Michel

Tapan, may I make a suggestion?
You have reported a number of problems, that all come down to problems with following the instructions for installing Oracle and creating a database. You are trying to install release 10.2, which is years out of date. Release 11.2 has a much better installation and database creation wizard: it is harder to make mistakes, and it is better at assisting you with resolving problems.
Why don't you throw away 10.2 and use 11.2 instead?
